Hydroquinone cream will whiten your skin. There are prescription and over the counter types available. I have used Lustra for sun spots. It worked very well. Here are some websites that have it.

if such a remedy was available there would be no dark skinned person in this world.

In India, the people use a certain cream to whiten the skin- like people here use lotions to darken the skin. Meladerm also seems to work. You’re probably going to have to google the cream they use in India or something.

Not for whitening skin, but this is proven to even out your skin tone which is really what you want… unless you want to look like Michael Jackson: combine sugar with olive oil to exfoliate 30 minutes before you take a shower or a bath. My aunt had all of her kids do it and they have a good even skintone.
If you’re really desperate, but do not have enough money like Michael Jackson, try Amira whitening cream. It’s only available in Asia though, as far as I know.

walk around in clothes that completely cover your body (along with a hat) and don’t go out in the sun. ever.

why would you want to do that? stay out of the sun if you don’t want your skin to get darker. skin color is caused by the amount of pigment (melanin) in your skin. your ethnicity and your genetics determine how much melanin you have in your skin.
