Sun blockers have special chemicals in them that are basicly opaque to UV radiation. The bigger the number on the sun blocker bottle the greater the percentage of these chemicals in the sun blocker lotion
the chemicals are usually metalic oxides (think microscopic mirrors or aluminum powder)
They work by keeping the UV radiation from hitting your skin.
UV radiation is in a very narrow spectral band (think rainbows) so any thing that is UV radiation opaque will stop you from burning.
That is why you get tan lines from your swimwear -- clothing is more or less uv opaque depending on how much clothing is worn, and how opaque it is to UV radiation..
I seriously doubt that any kind of soap or lotion is going to help prevent sunburn unless it has been specificlly designed to preform that function of blocking UV radiation.</description>
