Freckles And Dark Skin?

Here in Australia, despite wearing sunscreen religiously, it is inevitable that you will end up with some sort of skin damage thanks to our ridicuously high UV rays. I have very fair skin due to having Scottish and English heritage, but have quite a few sun spots and a few parts of my arms that are tanned.
Living in Australia also means our access to skin whiteners and other cosmetics is very limited, so I can’t purchase products like Likas Papaya Whitening soap or meladerm etc. The stuff that we do have is ridicuously overpriced, like $200, and I’m not wasting money on something that may not work to begin with.
I’ve heard that Papaya soap is used for skin lightening, and I’m wondering if I purchased any sort of Papaya soap than would it help lighten those freckles and dark patches. http://www.thebodyshop.com.au/Product.as…

    melederm is good safe creme it cost US$50 but it is effective. that(bodyshop) papaya soap don’t do nothing unless it say whitening papaya soap, if you want to use papaya soap use likas or go to any Asian markets the beauty section there are hundereds of whitening products there
